Abstract

This paper aims to determine the requirements for preparing national security policies in light of a regional and international environment characterized by lack of certainty and multiple sources of threat. National security is the comprehensive framework that aims to protect the entity of the state and ensure its political, economic, and social stability. Through the structural and functional sequence of levels of national security, security strategy, national security policies, and security policies, the paper confirms that integration between the four levels is a fundamental condition for formulating effective national security policies capable of responding to emerging security threats.

The paper recommends the necessity of establishing a national system for monitoring and strategic forecasting in Arab countries that relies on modern technologies, including artificial intelligence and predictive analysis, with the aim of tracking and analyzing changing security threats and formulating proactive scenarios to deal with them. Also, national security policies should be integrated with each other and adaptable to emerging security situations and should be characterized by interaction and participation through incorporating mechanisms of consultation and societal vision and considering societal diversity when preparing national security policies. Also, it is necessary to apply governance in the different stages of implementing these policies to ensure transparency, accountability, and determination of competencies in a balanced manner between institutions of security decision-making.
