The Reality of Security Culture Policies in Arab Institutions and The Opportunity for their Development

Abstract
The Coronavirus pandemic constituted a real challenge to all world institutions including the Arab world. This global health crisis has put great pressure on all resources and institutions of the states. In managing this crisis, the Arab countries applied various approaches. The Gulf states displayed greater capacity and efficiency compared to other Arab countries in managing this crisis. This was evident in the prompt handling of this crisis in terms of securing food stock and medicine and seeking to invest knowledge in agriculture, technology, and other vital areas. This disparity is attributed to the management approach and the adoption of standards of transparency, governance, and economic and political stability. Therefore, this paper focuses on comprehending the mechanisms of strengthening the security culture in all Arab governmental and private institutions by identifying their components and developing tailored strategies, which shall contribute to strengthening the state’s ability to manage crises and emergencies. This fact confirms the importance of strengthening the security culture through the comprehension of its components and elements and their relation to other relevant security concepts, in order to lay the essential foundations for adopting effective and comprehensive security culture strategies, whereas such strategies have become a significant guarantee for the security and safety of societies and people.
