Measures and Procedures Taken to Confront Cross-Border Movements of Terrorist Groups

Abstract
Terrorist organizations have demonstrated a high degree of resilience in the face of counterterrorism measures, resorting to finding alternative pathways to operate and rebuild themselves in different regions. These movements have become increasingly complex and intertwined with organized crime activities, particularly as terrorist groups gain control over specific areas. This paper aims to shed light on the emerging trends in cross-border movements of terrorist organizations in the context of technological advancements. It proposes a set of recommendations aimed at developing a comprehensive approach that includes measures to enhance the effectiveness of border security, promote close information exchange, and build capacities following best practices in this context. This approach aims to strengthen the effective response to threats associated with transnational terrorism.
