Abstract

Despite the pivotal role of technology, innovation and the digital economy in achieving the 2030 sustainable development plan, the Arab region is still unable to optimally utilize it, and this capacity is limited by the digital divide, weak absorptive capacity, digital infrastructure problems and regulatory and legal arrangements, which require the adoption of National strategies to improve research, development and innovation and to ensure universal access to technology.
