Abstract
Border management is a fundamental sovereign function that aims to balance national security with effective migration governance. Historically, enforcement-focused strategies have often distanced border authorities from local communities. Community Engagement and Policing (CEP) represents a paradigm shift towards collaboration. This approach prioritizes improved security outcomes, voluntary compliance with regulations, and fostering public trust in border measures. By adopting community-oriented practices, law enforcement agencies can enhance information gathering through direct interactions with communities while building confidence in their operations. This policy brief outlines key principles, essential components, challenges, and actionable recommendations to advance CEP in border areas, offering practical insights for diverse operational and decision-making contexts.
