Abstract

The objective of Vision 2030 laid down by the government of the Kingdom of Saudi Arabia relies on three main themes: a vibrant society, a thriving economy, and an ambitious nation. This aims to create the elements of leadership needed in all ministries and government and private sectors in various scientific and practical fields that reach regional and international levels of competency.  This is especially needed with regard to serving the visitors to the Holy Mosques and holy sites with the goal of raising the level of efficiency and quality. This is intended to enable pilgrims to perform the fifth pillar of Islam in peace, tranquility, safety and security. This paper aims to develop mechanisms and plans for the identification of the bodies of disaster victims through the DNA of the visitors to the Holy Mosques and holy sites. The paper shed light on the most prominent challenges facing the DNA analysis mechanism for unidentified bodies. It also addressed the mechanism for dealing with unidentified bodies from the perspective of the International Criminal Police Organization (Interpol) memorandum and outlined the most important stages for identifying victims of disasters. Moreover, the paper offered some recommendations. The most prominent of which are to study the idea of establishing a human identification center, to hold workshops with the participation of specialists, and to study the legal mechanisms and methods in accordance with international relations that facilitate reaching the families and relatives of missing persons in order to acquire and examine their standard samples.
