Abstract

The risks associated with terrorist financing have increased, posing a serious threat to national and regional security. With rapid technological advancements, many emerging technologies have facilitated the financing of terrorism in ways that are difficult to trace. Contextual factors related to the war on terrorism have also led terrorist organizations to adopt more modern and innovative methods for collecting and transferring funds, posing major challenges to security agencies and governments alike.. This paper provides a comprehensive analysis of recent trends in terrorist financing in the region, which pose ongoing risks in the field of counter-terrorism financing. The intersections between terrorist financing and other crimes, such as human trafficking, smuggling, and financial crimes, create hybrid threats that requires a multi-dimensional approach that ensures investment in advanced technologies, involving various stakeholders, and ensuring the effectiveness of legislative, legal and regulatory frameworks. The paper proposes a joint framework for combating terrorist financing, suggesting the development of a strategy aimed at enhancing preventive measures based on a national and regional risk assessment approach and achieving an effective response to the evolving methods of terrorist financing.
