Abstract

The paper discusses the emergence of the Somali Al-Shabaab movement, the expansion of its activities, and the transformations it has undergone, in addition to the Somali state’s strategy in combating the movement. Then, the paper explained the current local and regional context in which the movement carries out its operations. Moreover, the paper focused on analyzing the movement’s potential impacts on Red Sea security and the associated threats, including; threatening maritime navigation, re-surging of pirate attacks, raising the possibilities of targeting submarine cables,as well as harming the ecosystem.
Finally, the paper recommended the
necessity of adopting a number of policies
to undermine the movement’s influence,
including; supporting the capabilities of
the Somali National Army in parallel with
improving development rates. The paper also
suggested working to enhance the stability of
the Red Sea region, by working to reformulate
security equations in line with traditional
and non-traditional threats, in addition
to expanding the use of technological
development in the maritime field.
