Abstract
Migrant Search and Rescue (SAR) operations are critical interventions aimed at saving lives in maritime, desert, and other hazardous migration corridors. These operations involve coordinated responses by state agencies, international organizations, and non-governmental actors, ensuring that migrants in distress receive immediate humanitarian assistance while safeguarding their fundamental rights. The challenges posed by SAR missions—including logistical difficulties, legal complexities, and operational hazards—require a well-structured, principled approach to enhance efficiency and effectiveness.
This policy brief outlines the key principles and main components of SAR operations, with particular emphasis on lessons from the Mediterranean Sea, the Sahara Desert, and other high-risk migration routes. It highlights best practices, legal obligations, and recommendations to ensure SAR activities align with humanitarian imperatives and international frameworks.
